AMENDMENT OF THE BRAY TOWN APPOINTED STANDS BYE-LAWS 2011

WICKLOW COUNTY COUNCIL – MUNICIPAL DISTRICT OF BRAY

AMENDMENT OF THE BRAY TOWN APPOINTED STANDS BYE-LAWS 2011

Pursuant to Section 84 (as substituted by Section 15 of the Road Traffic Act 2002 (No. 12 of 2002) of the Road Traffic Act 1961 (No. 24 of 1961) and Schedule 3 of the Local Government Reform Act 2014, the Municipal District of Bray hereby proposes to amend the existing Bye-Laws relating to appointed stands in the Bray Taximeter Area.

It is the intention of the Municipal District to replace the existing appointed stand for 5 spaces at the west side of Strand Road with an appointed stand for up to 8 spaces on the east side of Strand Road, south of Sidmonton Avenue and also to remove the subsidiary appointed stand at Strand Road, Bray. The existing ranks were installed in accordance with the Bray Town Appointed Stands Bye-Laws 2011.

The need for the changes arises due to concerns for the safety of passengers accessing the taxis from the roadside at the exiting rank on the east side of the road. A marked refuge on the road for passengers was often not respected by motorists as the space facilitated double parking and reversing manoeuvres from echelon parking spaces on the opposite side of the road.

The Strand Road Cycle Scheme provided for the relocation of the rank to the east side of the road where all passengers can access taxis from a spacious footpath with good lighting. The narrowed road, traffic calming and zebra crossing has eliminated the double parking and echelon parking and provided a safer environment for passengers to cross the road to the alternative taxi rank. Since the substantial completion of the cycle scheme it is necessary to amend the existing bye-laws to bring the new taxi rank into effect.

Copies of the proposed amended Bye-Laws, titled Bray Town Appointed Stands Bye-Laws 2016, accompanied by a layout map of the new rank at Strand Road are available for inspection from Wednesday 14th September up to and including Tuesday 11th October 2016 at the following locations:-
